It seems like
KEQ643 Administration. Department of Labor and Manpower
should be indented another notch under
KEQ642-696  Labor law

and maybe the name of the department should be updated.  It has gone through many name changes and a switch to French.  The current name seems to be Ministère du Travail, de l'Emploi et de la Solidarité sociale.
