[Classweb-users] LCSH: Regional economics : subdivided geographically?

I am not sure whether heading "Regional economics" can be subdivided 
geographically. Has anything changed as previously it was not allowed. There 
is no proper information in that heading but there is the example of the 
usage a few lines below: "Regional economics--Russia (Federation)" There is 
also quite a lot of such usage in the LC online cataloge.
